Thailand's cannabis market is medical-only as of June 26, 2025. The Public Health Ministry order issued by Minister Somsak Thepsuthin re-categorized recreational use as a criminal offense and requires every cannabis purchase to be backed by a valid PT33 medical prescription, valid for no more than 30 days, issued by a Thai-licensed practitioner.
The January 2026 regulations went further: every dispensary must now have a certified medical practitioner on-site providing supervised dispensing. Of roughly 18,400 cannabis shops operating in early 2025, about 7,300 closed by February 2026 after failing to meet the new licensing requirements. Roughly 11,100 remain operational under the medical framework.
Tourists are effectively excluded. Foreign medical cards are not recognized; PT33 prescriptions are only available to Thai residents and those holding long-term visas. Recreational use carries up to 1 year imprisonment and a 20,000 baht fine. CBD products and licensed THC edibles approved by the Thai FDA remain available at registered retailers.
Practical Rules
PT33 prescription required
Every purchase needs a current PT33 (max 30-day) prescription issued by a Thai-licensed practitioner. Foreign medical marijuana cards and prescriptions are not accepted.
20+ and ID required
Cannabis sales to anyone under 20 are prohibited. Bring a passport (Thais use national ID); foreign driver's licenses generally aren't accepted at licensed shops.
On-site medical supervision
Since January 2026, every licensed dispensary must have a certified medical practitioner on-site to authorize and supervise each dispensing.
No public consumption
Smoking on the street, in hotels with no-smoking policies, or in public parks is not permitted. Recreational use carries up to 1 year imprisonment and a 20,000 baht fine.

Customs at Suvarnabhumi and Chiang Mai actively check outbound travelers, and Thailand's own re-criminalization makes carrying it through the airport a domestic offense too.
CBD products with low THC content, and specific Thai FDA-approved THC edibles, remain legal at licensed retailers. The Thai FDA has approved a small number of THC products for consumer sale (e.g., specific Baked Brand cookies and caramels). General recreational flower and concentrate sales are not legal without prescription.
